About Charles Barclay

Charles “Chip” Barclay comes to Cal Poly after a 28 year career in the U.S. Department of State.  A foreign service officer, Barclay served in Latin America, Europe, Southern Africa and South East Asia.  He specialized in public and political affairs, and developed expertise in democracy and human rights promotion.  After the State Department, Barclay returned to the San Luis Obispo area where he grew up.    In addition to part time lecturing at Cal Poly, Barclay travels widely, and leads “people to people” learning programs to Cuba.
